The theme for this year’s conference is The Effectiveness of the IRO Role…?

Since 2004 all Local Authorities have been required to appoint Independent Reviewing Officers (IROs) to protect children’s interests throughout the care planning process. However, doubts still remain about the effectiveness of the IRO role, and there have been recent attempts made to dismantle the role!

Questions remain about whether IROs can be ‘truly independent’ if appointed by the Local Authority, and whether IROs can be supported to fulfil their role effectively. The ability to act independently arises not just from where the service is located, but from having the confidence and skills to make judgements about a child’s best interests and to have the means to mount an effective challenge.

In a context of innovation within children’s social care, reducing local authority funding and increasing scrutiny of the role of the IRO, this conference will focus on the question of IRO effectiveness, and measures that may be taken to improve our effectiveness.

Final programme is yet to be confirmed but invited speakers include:
– Sir James Munby, President of the Family Division
– Nadhim Zahawi MP, Children’s Minister
– Emma Lewell-Buck MP, Shadow Children’s Minister
– N Kelleher (Edge Hill University) on IRO effectiveness research
